CMYK to HEX converts a four-color print build into the six-digit web color it most closely matches on screen, with the RGB and HSL values shown alongside.
Brand guides written for print sometimes list only CMYK. To use those colors on a website you need HEX. Enter the percentages to get the HEX that the standard formula produces. Brand guides usually assume a profile (most European guides FOGRA39, most North American ones GRACoL or SWOP), and the printed color can differ slightly from the formula result, so check it against a printed sample when it matters.
